CSC: Examinees must wear face masks, face shields or be denied entry to testing sites


The Civil Service Commission (CSC) has reminded examinees of the Career Service Examination-Pen and Paper Test (CSE-PPT) must wear a face mask and face shield or be denied entry to the testing venue.

The CSC clarified, though, that examinees may lift or remove the face shield during the test proper slated on March 13, 2022 to maximize good vision and reading of the test materials. But, examinees must strictly wear their face mask for the entire duration of the examination.

In its Examination Advisory No. 02, s. 2022, the CSC also said that vaccinated examinees must present the original or a digital copy of their vaccination card/proof of full vaccination, such as the VaxCert; while those unvaccinated or partially vaccinated must present a negative RT-PCR, saliva, or antigen test result.

"Fully-vaccinated individuals coming from local government units requiring RT-PCR, saliva, or antigen testing must also present a negative result," CSC said.

The said requirements are part of the health and safety protocols being imposed by CSC to protect examinees from the risk of COVID-19 infection, as it resumed the nationwide conduct of the CSE-PPT albeit on a limited scale.

The CSC also stressed that, as customarily implemented, the upcoming exams will strictly observe the “No ID, No Exam” policy. Examinees must present a valid ID card on examination day, preferably the same ID card presented during the filing of application.

Moreover, examinees must submit a Health Declaration Form pre-accomplished not earlier than one day or within 24 hours prior to exam day. The space for the temperature reading must be left blank as thermal scanning will be done at the main entrance of the school/testing venue on exam day.

Examinees who were not able to submit a Certificate of Consent during the filing of application must also bring one on exam day.

The CSC further stated that only black ball pens may be used in answering the test, and that examinees shall not be allowed to share or borrow ball pens as a health precaution.

Examinees may opt to bring alcohol or hand sanitizer that is not more than 100 mL in size, as well as candies or biscuits and water. However, drinking will only be allowed outside the testing room, upon the approval of the Room Examiner.

CSC reminded that the examinees’ testing venue or school assignment for the CSE-PPT for Professional and Subprofessional levels may be generated using the Online Notice of School Assignment or ONSA found in the CSC website at www.csc.gov.ph.

The CSC urged examinees to read and fully understand the “Examinee’s Guide in Taking CSE-PPT”, which is also available through the ONSA to be familiar with the whole examination process.

Examinees should be at the testing venue not later than 6:30 a.m., or as required by the CSC Regional/Field Office concerned.

If feasible, they are advised to visit or conduct an ocular inspection of their assigned school/testing venue at least one day before the exam to be familiar with the location, available means of public transport, and the amount of travel time needed considering the traffic situation.

The CSC resumed the conduct of the CSE-PPT Professional and Subprofessional Levels, albeit on a limited scale, to accommodate requests from government agencies on behalf of their non-eligible workers, as well as other individuals interested to take the exam and obtain civil service eligibility.

There will be 75,540 examinees who will troop to 77 testing centers across 16 regions. Most of the examinees at 10,884 will come from Region IV (Southern Tagalog), followed by 10,392 examinees from Region VI (Western Visayas), and 7,924 examinees from Region XI (Davao Region). The CSE-Professional test will be taken by 61,075 examinees or about 81% of the total number of examinees, while the rest will take the Subprofessional level.
