The Commission on Higher Education (CHED) on Thursday, March 3, announced that the application to CHED Scholarship Program (CSP) for incoming first-year college students for Academic Year (AY) 2022-2023 will be “temporarily” suspended.
CHED, in an advisory posted on its social media accounts, said that the suspension is an “offshoot of budget inadequacy” in the Commission's Fiscal Year (SY) 2022 budget for Student Financial Assistance Programs (StuFAPs).
In a memorandum from the Office of CHED Chairman J. Prospero De Vera III dated Feb. 21, 2022, he also informed CHED Regional Offices and concerned CHED Central Office of the temporary suspension of application for CSPs for AY 2022-2023.
De Vera was referring to the implementation of CMO No. 8 s. of 2019 or “Policies and Guidelines for CHED Scholarship Programs (CSPs),” CMO No. 11 s. of 2011, or the “Amendments to Section 6 and 12 of CMO No. 8 s. of 2019” as well as in accordance with the budget appropriations under the “Provision of assistance and incentives, scholarships and grants through StuFAPs” as stated in Republic Act (RA) 11639, otherwise known as the “General Appropriations Act of FY 2022.”
De Vera, in the memorandum, said that due to budget inadequacy in the FY 2022 budget of CHED StuFAPs, CHED will temporarily suspend the application to the CSP for incoming first-year college students for the said school year.
Furthermore, De Vera also directed CHED Regional Offices to disseminate the said information to “prevent spreading of fake news and avoid confusion to interested student applicants.”
CHED’s advisory on the temporary suspension of application for CSPs for AY 2022-2023 came a day after it announced that the Unified Student Financial Assistance System for Tertiary Education (UniFAST), its attached agency, posted a 99.67 percent overall budget utilization rate (BUR) of its continuing Fiscal Year 2020 allotment for the implementation of programs under Universal Access to Quality Tertiary Education Act (RA 10931).
