The Philippine Economic Zone Authority (PEZA) and the Civil Aviation Authority of the Philippines (CAAP) signed an agreement to cooperate towards the establishment of Aerotropolis Ecozone or aviation-related economic zone utilizing the latter’s idle real estate assets.
The Memorandum of Understanding was signed by PEZA Director General Charito B. Plaza and CAAP Director General Jim C. Sydiongco on Wednesday, Feb. 2.
The MOU will serve as the commitment of both government agencies to establish areas of cooperation for the establishment of Aerotropolis Ecozone and or Aerotropolis-linked ecozones by utilizing CAAP’s idle real estate assets that can be harnessed and utilized for the development of special ecozones.
CAAP has real estate assets located in various parts of the country that have remained idle and unproductive, such as regional airports not in use, which can be transformed as aerotropolis ecozone. When said airports are revived in line with Department of Transportation Roadmap for transport connectivity, these real estates can be developed as aerotropolis-linked ecozone to host airline- related manufacturing industries, logistics services and maintenance, repair and operations (MRO).
PEZA would then pursue development and management of these ecozones based on its charter.
This is also in line with the thrust of PEZA to embark on new frontiers of ecozone development by putting up these economic zones, in as many provinces as possible, based on the potentials of the host local government units. These ecozones include tourism, agricultural, manufacturing, IT Parks/Buildings; defense industrial complex; agro-forestry/aquamarine ecozone; mineral processing ecozone; medical tourism ecozones; knowledge, innovation, science and technology or KIST Parks and Retirement Villages; and, Aerotropolis ecozone and Aerotropolis-linked ecozone.
As such, PEZA and CAAP will cooperate in the formulation and development of policies that shall be beneficial to their mutual interests and enhance their respective mandates/purposes.
Both parties will also jointly promote the establishment of Aerotropolis Ecozone and/or Aerotropolis-linked ecozones to host aviation industry-related manufacturing industries, logistics services and maintenance, repair and operations (MRO), including, but not limited to, emerging companies involved in renewable energy technologies and food terminal hubs.
They will also explore opportunities for joint venture operation of economic zones or through Public-Private Partnership scheme. These include development of world class workers for airline industries for ready supply of ecozone workers through Official Development Assistance (ODA) grant/initiatives for ecozone-related industries through joint capacity building activities or through Special Economic Zone (SEZ) Institute Initiative.
PEZA and CAAP also agreed to constitute a Technical Working Group (TWG) that shall study, formulate, and recommend the policy/ies that shall be adopted and observed by the Parties in implementing this MOU.
