Partido Reporma chairman and standard-bearer Panfilo “Ping” M. Lacson has dared former Bureau of Customs (BOC) chief Nicanor Faeldon to file charges against his son and namesake in an alleged smuggling attempt years ago.
“Press release lang ni Faeldon ‘yon [It’s just a Faeldon press release). Kung talagang may smuggling, commissioner siya ng Bureau of Customs, dapat nag-file siya ng kaso (If there was smuggling, he was Customs Commissioner, he should have filed a case). Dinare ko nga siya e, ‘File-an mo ng Kason (I even dared him, ‘File a case already.’’” Lacson said on the radio program ‘Ikaw Na Ba?’ (Is it You?) on DZBB.
“Nasaan ‘yung smuggling? (Where was the smuggling?). Kung mayroong smuggling, file-an niya ng kaso, even ngayon file-an nila ng kaso (If there was, then file a case, even now then can file a case). Hindi pa naman nag-pre-prescribe kung sakali mang mayroong na-violate (The prescriptive period {for a case} hasn’t expired yet, if indeed something was violated).,” he added on behalf of his son Panfilo Lacson Jr.
Lacson, former Philippine National Police (PNP) chief, explained that his son did not commit smuggling with a cement shipment because it was tariff-free under the General Agreement on Tariffs and Trade-World Trade Organization (GATT-WTO) rules.
“Paano magkakaroon ng smuggling ng semento, e wala namang tax ‘yung semento? (How will there be smuggling of cement when there’s no cement tax?).Wala siya, kasi mayroong GATT-WTO. Mali kaagad ‘yung sinasabi niya,” Lacson argued (There’s no tax because of the GATT-WTO. (Faeldon) was wrong right away),’’ he added.
“Para lang may masabi siya kasi naglabas ako ng privilege speech tungkol doon sa tarahan, ‘yung mga tara sa Bureau of Customs (He just wanted to say something when I came out with my privilege speech about the ‘tara’ {payoff} system at the Bureau of Customs). ‘Yan ang buwelta niya (That’s how he tried to get back at me),” the three-term senator added, referring to the anomaly at the agency that he exposed in the upper chamber in 2017.
Back then, Lacson revealed that Faeldon accepted a P107-million bribe in the form of ‘pasalubong’ (homecoming gifts) as Customs chief.
Faeldon was later sacked by President Duterte over the ‘tara system’ controversy and for allowing a shipment of P6.4 billion worth of ‘shabu’ from China to slip past BOC inspectors, he explained.
