Muntinlupa City Council to follow MMDA directive on curfew for minors


The Muntinlupa City Council will follow the decision of the Metropolitan Manila Development Authority (MMDA) on the imposition of curfew for minors in the National Capital Region (NCR).

“We will follow MMDA curfew directive,” Raul Corro, the council’s majority floor leader, told Manila Bulletin.

This after Metro Manila Council (MMC) chairperson and Paranaque Mayor Edwin Olivarez was quoted in the media that the local government units (LGUs) in the National Capital Region imposed a curfew on minors aged 17 and below from 10 p.m. to 4 a.m.

Other LGUs in Metro Manila like Pateros imposed a curfew on minors.

Last November, the Muntinlupa City Council did not pass an ordinance imposing curfew on minors in the city but approved a measure restricting their movements under Alert Level 3.

The City Council passed Ordinance No. 2021-283 “regulating the movements of minors below 18 years old outside their residences” under Alert Level 3.

The ordinance will “be in effect for the duration of Alert Level 3 or any extension thereof, as may be determined by the IATF and/or other implementing authorities and shall cover all minors within the territorial jurisdictions of Muntinlupa City.”

Under the ordinance, minors must remain at home and are highly encouraged to avoid confined, crowded and close-contact establishments except as allowed in certain circumstances.

Under Alert Level 3, based on the ordinance, fully vaccinated minors in Muntinlupa are allowed to do the following:

-Intra-zonal and inter-zonal travel (only if accompanied by a parent or an adult guardian at all times)

- Purchase essential goods in permitted establishments (take-out food, medicine)

- Essential activities in permitted offices and/or establishments (work, government services, medical services)

- Individual non-contact outdoor sports/exercise (jogging, biking etc.)

- Group non-contact outdoor sports/exercise (team sports, doubles etc.)

Fully vaccinated minors are not allowed to indoor and outdoor dining, and indoor and outdoor cinema under Alert Level 3.

For unvaccinated minors, or those who have not received any vaccine, they are allowed to do the following under Alert Level 3 in Muntinlupa:

- Purchase essential goods in permitted establishments (take-out food, medicine)

- Essential activities in permitted offices and/or establishments (work, government services, medical services)

- Individual non-contact outdoor sports/exercise (jogging, biking etc.)

They are not allowed to do the following:

-Intra-zonal and inter-zonal travel

- Group non-contact outdoor sports/exercise (team sports, doubles etc.)

- Indoor and outdoor dining

- Indoor and outdoor cinema

As of Jan. 11, Muntinlupa’s active COVID-19 cases jumped to 2,243 including 359 new cases out of 30,043 confirmed cases, 27,215 recoveries and 585 deaths.
