'No vax, no labas' order is nationwide in scope, at all alert levels---Nograles
Cabinet Secretary Karlo Nograles has interpreted President Duterte's order for barangay chiefs to restrict the movement of unvaccinated individuals as being nationwide in scope.

Not only that, but the order also "appeared" to be implementable regardless of a local government unit's (LGU's) alert level, Nograles said in a virtual press conference Friday, Jan. 7.
"It appears kagabi sa declaration, pronouncements at direktiba ni Pangulo, it appears na regardless at nationwide po iyan (It appears that last night based on the declaration, pronouncements, and directive of the President, it appears to be regardless of alert level and is nationwide)," he said.
Nograles was referring to Duterte's "Talk to the People" public briefing late Thursday night wherein he reiterated his order for barangay captains to protect the populace from the coronavirus disease (COVID-19) by persuading unvaccinated Filipinos to remain at home.
Duterte first mentioned the directive during his previous public briefing Tuesday.
The order is not without controversy, with detractors calling it discriminatory and legally untenable. But the Chief Executive has said that he is ready to answer those who would challenge it in court.
"Kung pakikinggan natin ang salita ng ating Pangulo, ang kaniyang instructions ay iyong mga barangay kapitan ay makikiusap sa ating mga residente (If we listen to the words of the President, his instructions to barangay captains was to appeal to the residents)," Nograles said.
"Kapag unvaccinated at hindi essential at hindi naman dahil sa trabaho ay huwag munang lumabas dahil ito po ay para sa kaligtasan at proteksiyon ng ating mga unvaccinated at ng buong komunidad (If you're unvaccinated and you don't have an essential task to do outdoors and it's not work-related, then do not go out in order to protect the unvaccinated in our community)," added the acting presidential spokesperson.
The majority of the Philippines is under Alert Level 2, although by Sunday, Jan. 9, the National Capital Region (NCR)-plus and 14 other locations in the country will have all been elevated to Alert Level 3.
This is due to the worrisome surge in new COVID-19 cases, that is widely believed to be triggered by the highly transmissible Omicron variant.
