PCSO awards P5.8-B lottery system to Pacific Online, PGMC JV

The Philippine Charity Sweepstakes Office (PCSO) has issued the Notice of Award for the new P5.8 billion PCSO Lottery System to the joint venture led by Pacific Online Systems Corporation (POSC), a gaming firm controlled by businessman Willy Ocier.

In a disclosure to the Philippine Stock Exchange, POSC said it was informed the Notice of Award has been issued to the joint venture of Pacific Online, Philippine Gaming Management Corporation (PGMC) of the Berjaya Group

and International Lottery & Totalizator Systems, Inc. in connection with its public bidding for the new lottery system.

“We are pleased to inform you that in the Bidding conducted for the Procurement of Five (5) Years Lease of the Customized Philippine Charity Sweepstakes Office (PCSO) Lottery System, also known as ‘2021 PLS Project’ under SBAC Contract No. 2021-01, the Special Bids and Awards Committee (SBAC) declared you as the Single Calculated and Responsive Bid (SCRB) for the abovementioned Project,” said the Notice of Award issued to the group.

It added that “Award is therefore made in your favor with a total contract price of (P5.8 billion).” The PCSO further advised that, pursuant to the requirements of the Government Procurement Law (Republic Act No. 9184), a formal contract will be executed with the Joint Venture after the latter shall have complied with the requirement to post Performance Security.

Pacific Online disclosed earlier this year that the joint venture was entered into with the following participation by the parties: Pacific Online (50 percent), PGMC (49 percent), and ILTS (1 percent).

Both Pacific Online and PGMC are currently the equipment lessors to PCSO of the online lottery systems being used by the latter for its lotto operations throughout the Philippines. ILTS is the equipment supplier of PGMC.

Last August, POSC, PGMC, and ILTS were officially notified that the Board of Directors of PCSO has decided to deny the third protest filed by the Joint Venture of Philippine United Technic Corporation, Digi-Specs IT Corporation, and GenLot Game Technology Co. Ltd. (JV GenLot).

This confirmed the disqualification by the Special Bids and Awards Committee of JV GenLot, and left the bid of the Joint Venture of POSC, PGMC. and ILTS as the Single Calculated and Responsive Bid with respect to the PCSO's public bidding for its new lottery system.
