Minority senators honor ex-DSWD chief Dinky Soliman

The Senate minority bloc has filed a resolution honoring the late former Department of Social Welfare and Development (DSWD) Secretary Corazon “Dinky” Soliman for her invaluable contributions to the field of social work as a distinguished public servant.

In filing Senate Resolution No. 913, minority senators Franklin Drilon, Leila De Lima, Risa Hontiveros, and Francis Pangilinan, hailed Soliman for her lifelong crusade to uplift the quality of life of the poorest and most vulnerable sectors of society.

Drilon, in sponsoring the measure, said Soliman was a champion of social justice and democracy.

“Today, we celebrate Dinky’s strength and principles. Unlike many officials today who would cling to their positions, Dinky chose integrity over power and influence,” Drilon said during the Senate’s plenary session on Wednesday.

Soliman, he recalled, was one of the resigned Cabinet officials known as the “Hyatt 10” who withdrew support for then President Gloria Macapagal-Arroyo who was accused of fraud in the 2004 presidential elections.

Hontiveros, in co-sponsoring the measure, said the late secretary truly gave the best years of her life to social work and development.

Even before working at the DSWD when she was appointed by Arroyo, Soliman has spent many decades organizing peasant and urban poor communities all over the country to assert their rights, the senator recalled.

“Thank you for your light source from the sun and that on dark days such as these, you taught us like sunflowers to source from each other. May a thousand of those sunflowers line your way to the great beyond. Rest in peace,” Hontiveros said.

The minority bloc also said Soliman help steer the government’s flagship poverty alleviation program—the Pantawid Pamilyang Pilipino Program (4Ps).

“Likewise, Sec. Dinky accelerated other social welfare programs such as the Sustainable Livelihood Program (SLP), and the Kapit-Bisig Laban sa Kahirapan- Comprehensive and Integrated Delivery of Social Services - National Community- Driven Development Program (KC-NCDDP),” they stated in the resolution.

“She made a name for herself as a civil society leader, a reformist in the field of social welfare where its programs are anchored on evidence-based policy making, planning, and evaluation and a crusader against corruption in government,” they noted.
