DILG: Granular lockdown, alert level restriction totally different things

Granular lockdowns and alert level restrictions should not be confused with each other as they are totally different systems aimed at slowing down the coronavirus disease-2019 (COVID-19) transmission, Department of the Interior and Local Government (DILG) Secretary Epimaco Densing III said on Saturday, Sept. 11.

In a news briefing, Densing explained that the alert level system will be used in places not under granular lockdown, explaining that certain considerations should be met first to determine what alert level a certain area would be under.

One of them is the Department of Health (DOH) standard on health care utilization rate, the aggressive rise or decrease of the COVID-19 cases, and average daily attack rate (ADAR).

"These are some of the prime considerations that should be analyzed before the DOH announces what particular alert level an area should be under," Densing said.

On the other hand, Densing said that COVID-19 positive household members living in separate houses located in one corner will automatically place the whole street under granular lockdown.

Under these circumstances, Densing maintained that the barangay officials are required to report this to the city or municipal health office within 24 hours being authorized to recommend to the local chief executive (LCE) why a certain area needs to be placed under granular lockdown.

He insisted that no one, even government officials like him or authorized persons outside residence (APOR) are allowed to leave their residence in areas placed under granular lockdowns with the exception of health care workers (HCW), overseas Filipino workers (OFW) travelling abroad, persons in emergency and medical cases and individuals working in allied service companies.

Individuals employed in allied services firms are barred from coming back to their homes unless it is proven that they have no places to live in. (Chito A. Chavez)
