DSWD has faith in LGUs' 'enhanced' list of 'ayuda' beneficiaries

The Department of Social Welfare and Development (DSWD) expressed confidence Monday, Aug. 9, that the local government units’ (LGUs) lists of beneficiaries have already been sanitized to ensure the smooth and expeditious distribution of the financial assistance to low-income individuals and families affected by the implementation of the enhanced community quarantine (ECQ) in Metro Manila.

DSWD Secretary Rolando Joselito D. Bautista said the list of recipients used during the National Capital Region (NCR)-plus payout for 22.9 million low-income recipients affected by ECQ from March 29 to April 4 will be used as provided under Joint Memorandum Circular (JMC) No. 3, series of 2021.

“Batay na rin ito sa JMC, gagamitin ng mga lokal na pamahalaan ang enhanced list, database ng mga benepisyaryo mula sa nakaraang pamamahagi ng ayuda sa NCR-plus areas noong April to May 2021 (Based on the JMC, local governments will use the enhanced list, database of beneficiaries from the previous distribution of aid in NCR-plus areas from April to May 2021),” he said in a virtual Palace briefing.

The DSWD provided on March 31, 2021 the list of Social Amelioration Program (SAP) beneficiaries to the LGUs as part of its technical assistance to help ensure the immediate distribution of one-time financial aid to around 22.9 million recipients in ECQ areas.

“Tiwala kami na nasala na itong listahan ng mga LGUs dahil ito rin ang isinumite niila sa kanilang mga liquidation reports sa DBM (Department of Budget and Management) at COA (Commission on Audit) (We are confident that this list of the LGUs has been sanitized because this is what they submitted in their liquidation reports to the DBM and COA),” he said.

JMC No. 3 which serves as the guidelines for the implementation of financial assistance in the National Capital Region (NCR) was signed on Saturday, Aug. 7 by Bautista, Department of the Interior and Local Government Secretary Eduardo Ano, and Department of National Defense Secretary Delfin Lorenzana.

Under the JMC No. 3, the LGUs are given fifteen calendar days to manage the distribution of the financial assistance.

The payout is expected to start on Wednesday, August 11.
