DILG opposes proposal to remove border checkpoints within NCR

The Department of the Interior and Local Government (DILG) opposed on Monday, August 9, the removal of checkpoints in entry points of Metro Manila, saying doing so will adversely affect the implementation of Enhanced Community Quarantine (ECQ) protocols in the National Capital Region (NCR).
In an interview over GMA News, DILG Undersecretary and spokesperson Jonathan Malaya pointed out that checkpoints are vital in assuring that curfew hours, stay-at-home order and other ECQ safe and health regulations are strictly enforced.
But Malaya clarified that the proposal of the Philippine National Police (PNP) is to set up random checkpoints and not totally abandon the setting up of checkpoints.
He said that the DILG will discuss their concern about the matter with the PNP about their checkpoint proposal.
“Para po sa amin sa DILG, mahihirapan po tayong i-implement 'yung ganitong (ECQ regulations) polisiya. Kung wala po tayong checkpoints papaano po natin mai-enforce ang curfew (For us in the DILG, it would be difficult to enforce this policy.If we don’t have checkpoints, how can we enforce curfew)?” said Malaya.
“Pangalawa, ang standard nga po na general rule sa panahon ng ECQ is stay at home unless you are APOR (authorized persons outside residence). Papaano po natin 'yan mai-enforce kung wala tayong checkpoints? (Second, the standard general rule during ECQ is stay at home unless you are APOR. How can we enforce that if there are no checkpoints),’’ Malaya stressed.
Due to the entry of the coronavirus disease-2019 (COVID-19) Delta variant in the country, President Duterte approved the recommendation of the Inter-Agency Task Force (IATF) to place the National Capital Region (NCR) under ECQ from August 6 to 20 to slow down its transmission.
Earlier, the Philippine National Police (PNP) has mulled removing the said checkpoints in Metro Manila and instead deploy the policemen manning them in areas where they are needed more.
PNP Chief General Guillermo Eleazar said that the checkpoints are causing chokepoints and heavy traffic conditions.
“Kasi ‘yung checkpoint natin, we have to accept talagang nagko-cause siya ng matinding trapiko, kaya nga nag-a-adjust tayo, ina-adapt natin itong mga random checking (Our checkpoints, we have to accept that they are really causing heavy traffic conditions so we are adjusting. We instead adapted random checking),’’ Eleazar said in a GMA News interview on Sunday.
Instead, Eleazar said police units can instead be deployed to other areas such as vaccination sites, and the distribution of social assistance. (Chito A. Chavez)
