CSC urges gov't agencies to submit 'all-hazard' plan until Oct. 31

Government agencies may submit their Public Service Continuity Plan (PSCP) until October 31 this year, the Civil Service Commission (CSC) said on Monday, Aug. 9, as it sought the adoption of safety and health standards in the workplace to protect their employees from hazards due to disasters and emergencies.

Citing its Memorandum Circular No. 12, series of 2021 dated July 27, 2021, the CSC said the deadline of submission of PSCP has been extended until the end of October.

PSCP is an all-hazard plan that aims to ensure continuous delivery of services to the public amid any disruption, it explained.

“It works by highlighting internal capacities, recovery requirements, and strategies to minimize damage and loss to essential processes, ensure succession of leadership, and improve continuity capabilities of all government entities.”

Under MC No. 12, government agencies are directed to submit their PSCP to the Office of Civil Defense-Capacity Building and Training Service, addressed to Undersecretary Ricardo B. Jalad, OCD administrator, through [email protected].

“Pursuant to National Disaster Risk Reduction and Management Council (NDRRMC) Memorandum No. 33 series of 2018, all government member agencies of the DRRM councils at all levels and other government departments, offices, bureaus, services, units, and instrumentalities are enjoined to develop their own PSCP,” the CSC said.

CSC Chairperson Alicia dela Rosa-Bala cited the need for government agencies to make adequate preparation to ensure the continuous delivery of services to the public amid any disruptive event.

“Hazards at work, especially those that may result from natural calamities such as volcanic activities and typhoons, may be inevitable but there are things we can do to prevent or at least minimize the negative impacts on people and property,” she said in a statement.
