Eleazar says no order to bar unvaccinated workers from going out

Would the police bar unvaccinated workers from going out during the entire Enhanced Community Quarantine (ECQ) implementation in Metro Manila?

“There’s no such order,” said Philippine National Police (PNP) chief Gen. Guillermo Lorenzo Eleazar when asked to clarify information spreading online that those who have not received even a single vaccine will not be prevented from going out of their homes.

The false information spreading in Metro Manila was pointed as the reason why there was a sudden influx of people in various vaccination sites in the metropolis, especially in Manila and Las PIñas City.

As early as late Wednesday night, August 4, a number of people were reported to have started queuing in various evacuation sites. The number swelled up on Thursday morning that police have to be deployed to force them to go home.

Eleazar stressed that what they will implement starting August 6 are the rules on the Authorized Persons Outside Residence (APOR) wherein only healthcare workers and workers on industries permitted to operate under Enhanced Community Quarantine (ECQ) will be allowed to go out and cross the orders within Metro Manila and enter and exit the border control points around Metro Manila.

“If you are APOR you will be allowed to go out but if you are classified as non-APOR, then you will not be allowed to go out. It is as simple as that,” said Eleazar.

He explained that APORs are generally classified into two: the Workforce APORs and the Consumer APORs.

Workforce APORs are essential workers like healthcare workers and employees of the companies and industries that are allowed to operate under ECQ. They are allowed to go out and cross borders.

Customer APORs on the other hand, are those who are allowed to avail of the goods and services of the companies and industries that are allowed to operate under ECQ. But they are not allowed to cross borders of the city and the municipality where live and are encouraged to avail them within their localities.

The third group of APORs are those whose travel are necessary due to medical and humanitarian reasons, such as those transporting relatives who are in immediate need of medical attention, and those who have to travel due to the death of immediate relatives.

“And on the issue on whether or not unvaccinated would be allowed to go out, there was no discussion on that,” said Eleazar.

But he said that those who are scheduled to be vaccinated are also considered as APOR and will be allowed to go out and even cross borders if they could show proof of vaccination schedule.

Metro Manila will be under ECQ from August 6 to 20 in a bid to contain the spread of the Delta variant of COVID-19. Aside from tight border security, longer curfew hours will also be implemented in Metro Manila, from 8 p.m. to 4 a.m.

Eleazar said that it is important for non-APOR Metro Manila residents to learn and secure vaccination schedules because they will not be allowed to go out due to strict border control security.
