Caloocan cops to help in contact-tracing as hostage drama turns into 'super spreader'

Gen. Guillermo Lorenzo Eleazar, chief of the Philippine National Police (PNP), ordered the Caloocan City Police to help in the contact-tracing efforts of the Local Government Unit (LGU) after the recent hostage-taking incident in the area turned into a super spreader event as kibitzers swarmed the incident to get photos and videos.

At the same time, Eleazar reminded all police personnel to observe the PNP protocol on handling hostage-taking incident, particularly on crowd control.

"We will issue a memorandum reminding all our personnel to observe the protocol on hostage-taking and similar incidents. This comes with an order for the Caloocan City police to help in the contact-tracing which was initiated by the local officials," said Eleazar.

He stressed that under the police operational procedure during hostage situations, there is a need to secure and isolate the incident scene and prohibit unauthorized persons as their presence could further agitate the hostage-taker.

This also aims at preventing hostage-taking incident to escalate and go out of control.

He said there is a need to control hostage-taking area and other crime scenes since people are expected to flock in those areas to get photos and videos in their desire to upload them in their social media accounts.

Nevertheless, Eleazar lauded the local police for resolving the case.

The 15-year old hostage was safely rescued by the local police while the hostage-taker was subdued and is now detained and facing a string of criminal charges.
