Muntinlupa LGU shifts to manual payout of ECQ 'ayuda'

The Muntinlupa City government has shifted to manual distribution of the national government’s “ayuda” or financial assistance for people affected by the Enhanced Community Quarantine (ECQ) in the National Capital Region (NCR).

It started the ECQ “ayuda” distribution last Aug. 11 using the mobile wallet app GCash to prevent the transmission of the coronavirus disease (COVID-19).

As of Aug. 23, the city government has already distributed P253,740,000 to beneficiaries or 57.38 percent of the budget allotment of P442,191,000 to Muntinlupa from the national government.

Under Joint Memorandum Circular (JMC) No. 3 issued by the Department of the Interior and Local Government (DILG), Department of Social Welfare and Development (DSWD) and Department of National Defense (DND), a P1,000 financial assistance will be given per individual up to P4,000 per family.

The manual payout in Muntinlupa started on Aug. 27 with the city government posting the list of beneficiaries on its official Facebook account. It is intended for beneficiaries who do not have GCash accounts or whose GCash accounts are not fully verified as required.

The city government will continue to use GCASH to distribute the financial assistance to other beneficiaries.

In addition, it also started posting the list of beneficiaries who have already received their financial assistance from the national government.

DILG Sec. Eduardo Año.said the distribution of the “ayuda” in the NCR has been extended until Aug. 31.

“Upon the request of the LGUs and with the concurrence of Secretary Bautista and Secretary Lorenzana, we have decided to give the LGUs in the National Capital Region (NCR) until the end of the month to complete the distribution of ayuda,” he said.

From Aug. 11 to 24, a total of 9.1 million low-income individuals in the NCR received their financial assistance.

All the 16 cities and one municipality in the NCR received a total budget of P11.25 billion from the national government for the financial assistance.
