Muntinlupa barangays ordered to use isolation facilities amid COVID-19 surge

Muntinlupa Mayor Jaime Fresnedi ordered barangay captains to strengthen the use of isolation facilities and implementation of prevent-detect-isolate-treat-reintegrate (PDITR) strategy to stem the rising number of coronavirus disease (COVID-19) cases in the city.

He convened city officials and barangay chairmen to a meeting Friday and presented the latest COVID-19 situation in Muntinlupa and the health measures to control the transmission of the virus.

As of Aug. 26, Muntinlupa has 2,432 active COVID-19 cases out of 18,987 confirmed cases, 16,124 recoveries and 431 deaths.

The City Health Office (CHO) recorded a high average of 213 cases per day for the last two weeks with an attack rate of 34.70 per 1,000 population. Attack rate, according to the World Health Organization, is “the proportion of those who became ill after a specified exposure.”

Fresnedi told barangay captains to use the isolation facilities in their areas and coordinate with the city’s quarantine facilities upon reaching full capacity.

Barangay isolation units were established last year with a total of 65 beds: Brgy. Tunasan, six beds; Brgy. Poblacion, 12; Brgy. Putatan, nine; Brgy. Bayanan, two; Brgy. Cupang, 10; Brgy. Buli, two; Brgy. Sucat, 10; and Brgy. Ayala Alabang, six.

As of Aug. 26, Muntinlupa’s 144-bed capacity Pacwood Site isolation facility in Brgy. Tunasan has 84 occupants (72 COVID-19 positive individuals and 12 probable cases) while the 31-bed capacity Ospital ng Muntinlupa quarantine facility has three patients who tested positive for COVID-19.

Last year, the Muntinlupa City Council passed City Ordinance 2020-126 ordering the mandatory self-isolation, or admission to city isolation facilities if requirements for home quarantine are not met as certified by the CHO, for anyone who has undergone COVID-19 swab testing.

Residents violating the ordinance will face a P3,000 penalty for first offense, P5,000 for second offense and up to one-year imprisonment on the discretion of the court, and P5,000 penalty for the third and succeeding offenses.

Fresnedi also instructed the CHO to strengthen its coordination with barangays in information dissemination of daily COVID-19 cases in their areas. The Community Affairs and Development Office is set to coordinate with homeowners associations for the posting of COVID-19 cases bulletin in the entry points of their subdivisions and communities.

The city government is also eyeing to implement guidelines on house lockdowns for households with more than two members who are COVID-19 positive.

Recently, nine areas in Muntinlupa have been placed under Enhanced Localized Community Quarantine (ELCQ) since Aug. 10.

These are Mahogany Street and Kamagong Street in Villa Carolina 2 Subdivision, Tunasan from Aug. 24 to Sept. 8; Building 2 of BLISS Complex, Putatan from Aug. 23 to Sept. 7; Building 17 at Filinvest Socialized Housing, Alabang from Aug. 19 to Sept. 2; Angelo Street, Horrilleno Street, Endencia Street, Paredes Street, and Barrera Street in Katarungan Village 1, Poblacion from Aug. 19 to Sept. 2; Purok 3, Molera Compound in Sucat and Purok 7, Beatriz Compound, De Mesa L & B Street in Alabang from Aug. 6 to 27; Block 8, Hills View and Mangga Street, Lakeview Homes in Putatan from Aug. 12 to 26; and Chico Street, Laguerta in Tunasan from Aug. 10 to 25.

The mayor urged residents to exercise extra vigilance amid the surge of new cases and prevalence of variants of concern in the city.

Residents are also encouraged to get vaccinated as protection against COVID-19. They may register online through the city’s COVID-19 vaccination registration system via www.vaccine.muntinlupacity.gov.ph/muncovac.
