DBM releases P311.79 M for health workers' SRA

The Department of Budget and Management (DBM) released the special risk allowance (SRA) for more than 20,000 medical frontliners battling the pandemic.

In a statement, the budget department announced on Wednesday, Aug. 25, that the government released P311.79 million funds for the SRA of 20,208 public and private health workers.

DBM said that all health workers who directly catered to COVID-19 patients will receive an SRA not exceeding P5,000 per month from December 20, 2020 to June 30 this year.

Charged from the miscellaneous personnel benefits fund and unprogrammed appropriations under the 2021 national budget, the COVID-19 SRA was given three-days after President Duterte issued his directive for the fund’s release.

President Duterte earlier gave the DBM and the Department of Health (DOH) 10-days to release the SRA of healthcare workers.

The chief executive’s order was issued following complaints from medical professional groups over the delayed release of the SRA.

According to the DBM, the health department shall facilitate the downloading of the funds to the DOH-retained hospitals, treatment and rehabilitation centers, private hospitals and other COVID-19 facilities.

“The grant of the COVID-19 SRA shall be pro-rated based on the number of days that the public and private health workers physically report for work in a month,” the department added.

DBM also assured that it is committed to fulfill its mandate of promoting the efficient and effective management of the national budget while also ensuring that the needs of the Filipino people are met, especially of healthcare workers, amidst the COVID-19 pandemic.

Meanwhile, the DBM issued Budget Circular No. 2021-2, to provide the guidelines on the upgrading of the salary grade (SG) of Nurse II positions from SG-15 to SG-16, as well as the retention of position attributes of previous Nurse III to Nurse VII with their corresponding SG.

The DBM issued Budget Circular No. 2020-4 in July last year that upgraded the salary of the Nurse I position from SG-11 to SG-15 and resulted in the modification of the position attributes of the remaining non-entry level nurse positions.

However, with the issuance of Budget Circular No. 2021-2, the original position attributes are reinstated with only the salaries of Nurse I and Nurse II positions upgraded to SG-15 and SG-16, respectively.
