P8.18-B budget sought for Office of the President; over half are confidential, intel funds

The Office of the President (OP) is seeking a budget of P8.18 billion for fiscal year 2022, the final year of the Duterte administration.

More than half of OP's proposed budget will go to confidential and intelligence expenses, which are under the category of maintenance and other operating expenses or MOOE.

According to the 2022 National Expenditure Program (NEP) figures posted on the Department of Budget and Management (DBM) website, the total allocation for MOOE under the P8.18-billion budget is P6.48 billion.

The other two major budget categories are personnel services, which have an allocation of P1.1 billion; and capital outlay, with P547.9 million.

The two biggest items under the MOOE are confidential expenses and intelligence expenses, which are each pegged at P2.25 billion, for a total of P4.5 billion.

The OP sought and received the same amount of confidential and intelligence funds for its current 2021 budget.

Confidential and intelligence funds are controversial items since audit results on these expenses cannot be made public for national security reasons.

The DBM submitted the proposed P5.024-trillion NEP for 2022 to the House of Representatives on Monday, Aug. 23.
