NCR LGUs that have achieved herd immunity can now inoculate non-residents
Local Government Units (LGUs) in the National Capital Region (NCR) that have already inoculated their target population against the coronavirus disease (COVID-19)—or those that are near completion—are now allowed to accommodate Metro Manila residents for vaccination.
Metropolitan Manila Development Authority (MMDA) Chairman Benhur Abalos said Tuesday, Aug. 24, that only LGUs that have already vaccinated at least 80 percent of their qualified population can administer jabs on people from other cities.
Currently, Abalos said, the local government units of Mandaluyong and Pateros have so far been given a green light to vaccinate non-residents after being able to achieve herd immunity against COVID-19. San Juan may come next, he added.
"Linawin ko lang ang sinabi ko. 'Yung mga natapos na, kasi baka mamaya magkagulo. Yung mga halos matatapos na (na city)—'yung mga 80 percent to 100 percent na (I just have to make it clear that only those that already finished their vaccination or those that already inoculated 80 percent to 100 percent of their qualified population)," Abalos said in a DZBB interview amid an online news report stating that Metro cities can now vaccinate one another's residents.

The MMDA chief said they made the move in a bid to utilize the manpower and the resources of each other's cities as well as to expedite the inoculation of 70 percent of NCR's total eligible population.
Now, he said, their goal is to achieve herd immunity not per city, but as a region already.
"The numbers of each city now have an aberration, which means they are not correct anymore. In the case of Mandaluyong, we have already vaccinated those that don't even live here," Abalos said.
"We should vaxx as one. So we are leaning towards that, we need to look forward to that, to help each other because we now have a mix of people from different cities," he added.
At least 43.5 percent of Metro Manila eligible population have already completed their jab, according to Abalos.
