'Ayuda' distribution continues amid downgrade to MECQ, says DILG

The Department of the Interior and Local Government (DILG) assured Monday, August 23, that the cash aid (ayuda) distribution in the National Capital Region (NCR), Laguna, and Bataan will continue even with their shift to the less restrictive modified enhanced community quarantine (MECQ) amid reports that it will already be stopped.

“It’s not true that the ayuda for NCR-plus will stop because we have shifted to MECQ. That is fake news. Though more people are now back to work, the ayuda is a commitment of government and will continue to be distributed despite the change in quarantine classification,” said DILG Undersecretary and Spokesperson Jonathan Malaya.
Chiding people spreading fake news on social media, Malaya said the funds for the ayuda have already been downloaded to the local government units (LGUs) even as he promised that "we will continue until the last peso is distributed.”
The DILG spokesperson noted that the distribution has been going "smoothly" across the NCR area with a total of P8.4-billion in ayuda funds already distributed to 8.4 million beneficiaries as of August 21.
“This represents 75 percent of the funds downloaded by the national government to Metro Manila," he added.
Malaya disclosed that the earliest to complete the ayuda distribution is Caloocan City which distributed P1.3-billion to some 1.3 million beneficiaries, followed by Pateros at 96.87 percent, Manila at 82.71 percent, Mandaluyong City at 82.52 percent, and Paranaque City at 77.89 percent.
The LGUs have until August 25 to complete the ayuda distribution but the DILG, Department of Social Welfare and Development (DSWD), and Department of National Defense (DND) will accommodate requests for extension on a case-to-case basis, Malaya said.
“We understand the challenges in the distribution of this financial aid considering the need to control the number of people in distribution points because of the pandemic. Still, we are calling on our mayors and punong barangays to ensure that the target beneficiaries will receive the ayuda the earliest possible time,” he added.
Malaya also pointed out that safeguards are in place to ensure that graft and corruption is prevented in the distribution of the ayuda such as the posting of the beneficiaries list in the social media pages of the LGU concerned and the creation of a Grievance and Appeals Committee per LGU.
Low income families in areas placed under enhanced community quarantine (ECQ) are entitled to receive P1,000 to P4,000 as assistance from the national governement.
NCR, Laguna, and Bataan reverted back to MECQ last Aug. 21 after being placed under ECQ for two weeks.
