Residents of a village in Quezon City have expressed concern over the policy of their barangay government requiring them to present their vaccination cards before giving them quarantine passes during the reimposition of the Enhanced Community Quarantine (ECQ).

Barangay Quirino 2-B residents are seeking clarification from the Quezon City government after an announcement posted on their barangay's Facebook page said they have to "bring their vaccination card" to get a quarantine pass.

In another post, the barangay government also said only "those who are already vaccinated and have received their first dose" and those who can present their company IDs can get a quarantine pass, but it might also "consider" giving those who cannot meet the requirements.

"Can you show us city ordinance " Francis Evan Beltran said in the comments section.

"Maybe the QC LGU has to clarify this. Because although some people want to get vaccinated, they cannot do so because of problems with vaccine supplies," added Krista Melgarejo.

Activist and Bagong Alyansang Makabayan (BAYAN) Secretary General Renato Reyes called the policy "discriminatory."

"Many are still not vaccinated due to lack of supply, limited vaccination appointment slots and slow rollout of the national government," Reyes said, "It's not the people's fault. It should be clarified."

Under the ECQ guidelines released August 1 by the national government, barangay governments "shall issue the pass to not more than one person per household, preferably to a person that is fully vaccinated and who otherwise does not have a company ID or other APOR (authorized person outside residence) ID."

The local government said it has no measure nor order mandating vaccine cards before releasing quarantine pass, but it follows the national government's guidelines.
