Muntinlupa police to focus on UPORs at control point

Members of the Muntinlupa police are focusing on unauthorized persons outside of residence (UPOR) who will be passing through the Muntinlupa-San Pedro, Laguna boundary.

The police have set up a quarantine control point at the boundary along the National Road in Muntinlupa, a main thoroughfare used by thousands of motorists everyday.

The Department of the Interior and Local Government (DILG) said the NCR Plus travel bubble started Aug. 1 to comply with Resolution no. 130-A of the Inter-Agency Task Force (IATF) for the Management of Emerging Infectious Diseases issued on July 29.

The National Capital Region (NCR) has been placed under the general community quarantine (GCQ) with heightened restrictions from Aug. 1 to 5, and will be under the enhanced community quarantine (ECQ) from Aug. 6 to 20.

According to the IATF resolution, “‘particular to Cavite, Bulacan, Laguna, and Rizal, which together with the National Capital Region, shall form the NCR Plus Area, only Authorized Persons Outside their Residences as provided for under Section 7(2)(a) of the Omnibus Guidelines on the Implementation of Community Quarantine in the Philippines, as amended, shall be allowed to travel into and out of said NCR Plus Area.”

At the Muntinlupa-San Pedro boundary, the Muntinlupa police will check if there are UPORs, who will not be allowed to pass through.

The loading capacity of vehicles will also be checked and the strict implementation of the wearing of face masks and face shields will be done. Tickets will be issued to repeat violators.

In addition, the Muntinlupa police will conduct random inspections at the Sucat, Muntinlupa-Taguig boundary, Biazon Road in Brgy. Poblacion and Alabang-Zapote Road.

According to Muntinlupa police chief Police Col. Melecio Buslig, essential workers will be allowed to pass through at the Muntinlupa-San Pedro boundary as long as they can present their company ID showing that they work in Muntinlupa and they are included in the APOR list. Other APORs who work in other places will also be allowed to pass through.

The DILG said APORs need to present the following to the police at control points: IATF IDs issued by regulatory agencies; valid IDs or pertinent documentation issued by establishments allowed to operate under the current quarantine classification; or other proof or evidence that purpose of travel is allowed.

APORs under the guidelines are the following:

1. Health and emergency frontline services and uniformed personnel

2. Government officials and employees on official travel

3. Duly-authorized relief and humanitarian assistance actors

4. Persons travelling for medical or humanitarian reasons

5. Persons going to and from the airport

6. Anyone crossing zones for work in permitted industries

7. Public utility vehicle operators
