Lower House to ignore quarantine status, resumes session on August 23 for 2022 budget
Regular sessions in the House of Representatives will resume Monday, August 23, the expected date for the submission by the Duterte administration of the proposed 2022 national budget of P5.024 trillion, the highest in the country's history.

In a memorandum issued by Secretary General Mark Llandro “Dong: L. Mendoza, it was indicated that regular office operations will also resume no matter what quarantine status the government will impose.
House officials reportedly arrived at this decision in order to make up for lost time in the deliberations for the proposed budget. Delayed submission of the national expenditure program has been triggered by a number of reasons that included the resignation of Department of Budget and Management Secretary Wendel Avisado.
Plenary sessions and office work were suspended when government placed Metro Manila and other areas under strict enhanced community quarantine status starting August 6 until August 20.
Mendoza said plenary sessions to be conducted under a hybrid platform will be held from 2 pm to 5 pm starting Monday.
However, personal presence will be restricted only to the Speaker Lord Allan Velasco and representatives of the majority and the minority leaders . A “limited number” of secretariat personnel will be authorized inside the plenary hall.
“The rest of the House members shall attend via zoom videoconferencing,” said Mendoza.
The Lower House official said only essential personnel from the secretariat and congressional offices will also be allowed entry to the Batasan Pambansa complex.
“In the meantime, let us show our love and care for each other by staying safe,” Mendoza said in his memorandum.
