Parañaque City village chief apologizes over quarantine pass policy

A Parañaque barangay captain apologized Wednesday after the Anti-Red Tape Authority (ARTA) called his attention about his refusal to give quarantine passes to residents who have not completed their vaccination against COVID-19.

The ARTA earlier served a show-cause order to Noel Japlos, chairman of Barangay San Isidro, Parañaque, giving him seven days to explain his policy on the issuance of quarantine passes.

ARTA made the move after Japlos went live on Facebook on August 4 and informed his constituents that only those who were fully vaccinated will be given the quarantine pass for the Enhanced Community Quarantine (ECQ).

On Wednesday, August 10, Japlos went live on Facebook again explaining that his quarantine pass policy was not implemented.

He said many residents of Barangay San Isidro were able to get quarantine passes even if they are not fully vaccinated.

Japlos’ first Facebook post about his policy was forwarded to ARTA, prompting the agency to order him to explain why he should not be charged for his action.
