Comelec to auction old PCOS machines

The Commission on Elections (Comelec) will have an auction of the Precinct Count Optical Scan (PCOS) machines used in the 2010 and 2013 polls.

"The public is hereby notified that the Commission on Elections (Comelec), through its Comelec Disposal Team, will be having an auction sale of the Precinct Count Optical Scan (PCOS) machines," Comelec - CDC Chairman Thaddeus Hernan said in the Notice of Public Auction.

Based on the Notice, the more than 80,000 PCOS machines is being auctioned for P2,293.75 per unit, or a total floor price of P187,571,406.25.

The Comelec said bids lower than the floor prices or minimum financial offer as stated in the Notice "shall not be accepted."

"The Comelec reserves the right to accept or reject any or all bids and to waive any formal defects in the bid," it added.

In a separate Notice on August 6, the poll body announced that the submission and opening of bid tenders for the August 10 Public Auction of PCOS machines has been rescheduled to August 23 at 9 a.m. and 10 a.m. respectively, through online using MS Teams.

It cited the implementation of the Enhanced Community Quarantine (ECQ) in the entire National Capital Region (NCR) as reason.

Before the 2013 polls, the poll body exercised its option-to-purchase clause and acquired all the more than 81,000 units of PCOS machines leased for the 2010 elections.

During the 2016 polls, the Comelec opted to lease vote counting machines (VCMs) from Smartmatic due to lack of time to refurbish the PCOS machines.

The Comelec has since purchased and used the VCMs in the May 2019 polls and again in the May 2022 elections.
