2 Ilocos Sur cops accused of killing a 15-year old quarantine violator last year arrested

More than a year after they were placed under restrictive custody for allegedly killing a 15-year quarantine violator for filing sexual assault charges against them, the two Ilocos Sur policemen were arrested in connection with the incident which went viral in the social media.

Brig. Gen. Flynn Dongbo, director of the Integrity Monitoring and Enforcement Group (IMEG), said the arrest of Randy Ramos and Marawi Torda, both are former police sergeants, was based on the arrest warrants issued against them for cases of Rape, Murder and Acts of Lasciviousness.

Ramos was charged with Rape, Acts of Lasciviousness and Murder while Torda was slapped with Acts of Lasciviousness and Murder.

The case of murder stemmed from the killing of a 15-year old girl who was gunned down while on her way home after filing a complaint of Acts of Lasciviousness against Torda. The girl also told the Cabugao Municipal Police Station investigators that her cousin was raped by Ramos.

The two victims were on their way back to their house when they were collared by the two cops for allegedly violating curfew. During that time, police have been deployed to implement lockdown measures amid the threat of the coronavirus disease.

The two cops were allegedly drunk during the incident and instead of taking the two girls to the police station or turning them over to the barangay officials, they took them to a place where they allegedly assaulted them sexually.

The 15-year old girl managed to escape and filed a complaint the following day. But on her way home with relatives, gunmen repeatedly shot her.

The court recommended no bail for the two cops who were released last year after they were dismissed from the service.

Dongbo said the two erring cops are now under the custody of the San Juan Municipal Police Station.
