The Japanese government has made available a scholarship grant of Y329 million (approx. P143 million) for 22 young officials from various Philippine government institutions who wish to pursue post-graduate studies in Japan beginning the academic year 2022.

Japanese Ambassador to the Philippines Koshikawa Kazuhiko made this announcement shortly after the virtual signing and exchanging of notes on the grant known as the Project for Human Resource Development Scholarship on Tuesday, July 6, 2021. Foreign Affairs Secretary Teodoro Locsin Jr. represented the Philippines in the ceremony.
“More good news! Sec. @teddyboylocsin and I signed the Project for Human Resource Development Scholarship by Japanese Grant Aid (JDS) for 2022. Excited for the promising Filipino Civil Servants who will be postgrad scholars in Japan, as they take a step on the path to leadership!” the Japanese envoy said in a tweet.
The scholarship project aims to enhance the JDS fellows’ expertise in their respective fields and to help build a pool of future Filipino leaders who will greatly contribute to the country’s overall economic development.
A total of 382 Filipino scholars have so far benefitted from the program since its inception in 2002.
The Project for Human Resource Development Scholarship is Japan’s long-standing scholarship program that supports two-year Master's and Doctorate courses at prominent Japanese universities for young officials in the Philippine civil service.
Also on Tuesday, Japan and the Philippines signed a total of Y687 million (approx. P300 million) grant aid for the procurement of cold chain transport and ancillaries to help in the safe distribution and dispersal of COVID-19 vaccines to the provinces.
The Japanese Embassy said the latest grant aid is part of the Y1 billion cold chain development assistance to the Philippines which was tackled during the telephone summit between Japanese Prime Minister Yoshihide Suga and President Duterte last May.
