Malacañang is waiting for the report from line agencies to determine the amount of unspent funds under the Bayanihan to Recover as One Act (Bayanihan 2), which expired on June 30.
Presidential spokesperson Harry Roque said the Bayanihan 2 funds were released to line agencies, but they were given until July 15 to make a report to the Department of Budget and Management (DBM).

“Unang una po, lahat po ng pondo ng (First of all, all funds of the) Bayanihan 2, according to (DBM) Secretary Wendel Avisado, nailabas po sa mga line agencies (were released to line agencies),” he said in his virtual presser on Tuesday, July 6.
The spokesperson explained he could not confirm yet the exact amount of the unspent Bayanihan 2 funds, pending the submission of the report.
“We will be able to confirm kung magkano marerevert sa (how much will be reverted to the) national treasury but only on July 15,” Roque noted.
The unobligated funds, according to the DBM, amounted to P6.5 billion, and will be returned to the Bureau of Treasury.

This figure is significantly lower than the estimated P9 billion that was earlier reported by Malacañang.
The amount was released by the DBM to supposedly cover the special risk allowance (SRA) for health workers directly involved in dealing with COVID-19 patients.
On Sunday, Vice President Leni Robredo voiced her regrets over the unused portion of the Bayanihan 2 funds, saying it should have been fully utilized in response to the pandemic.

“The President has been saying that we don't have money, but there's the money but we didn't spend it,” she said Filipino.
Reacting to Robredo’s remarks, Roque said, “I ask the vice president, who is an economist, please let’s wait for data before we make conclusions.”
