Pacquiao's corruption claim vs Duterte admin is 'incorrect,' 'unfounded' --- PACC

Presidential Anti-Corruption Commission (PACC) Chair Greco Belgica said Senator Manny Pacquiao's allegation of corruption against the Duterte Administration was incorrect and unfounded, noting that what doubled was the efforts in addressing the problem.

Belgica made the statement after Pacquiao said that corruption "doubled" under the present administration.

In a virtual presser on Monday, July 5, Belgica said it was only under the Duterte administration when agencies dedicated to weeding out corrupt officials were set up.

"Ano'ng basis niya para maging doble? Dapat may pagsimulan siya. Ang nagdoble sa Duterte administration ay ang efforts to fight corruption (What's his basis that the corruption doubled? He has to have basis. What doubled under this administration was the efforts in fighting corruption)," he said during the Laging Handa briefing.

"Only in the time of the President naglagay ng PACC, ARTA (Anti-Red Tape Authority) (when PACC and ARTA were formed), task force against corruption. The President himself is leading the fight against corruption and shaming officials involved in it," he added.

Last week, President Duterte threatened to expose Senator Pacquiao as a liar and to campaign against him in the 2022 elections if he would fail to substantiate his claims that the present administration was corrupt.

On Saturday, Senator Pacquiao claimed that there was corruption in the Department of Social Welfare and Development (DSWD), the Department of Health (DOH), and the Department of Energy (DOE).

During the Laging Handa briefing, Belgica said there was nothing new with Pacquiao's most recent revelations.

"'Di na kami nagulat dito. Ang inaantay namin, mga detalye ng dokumentong sinasabi niya para mapag-aralan kung may bago dito (We're were not surprised. What we're waiting for are the documents so we can study if there was anything new)," he said.

"As of the moment, wala akong bagong narinig. Yung mga SAP allegations narinig natin mula sa kanya, matagal na naming iniimbestigahan (I didn't hear anything new. His allegations on the SAP have been long under investigation)," he added.

The government has implemented the SAP or social amelioration program for poor and displaced families during the strict lockdown. According to Pacquiao, P10.4 billion worth of SAP funding was not distributed to beneficiaries.

Belgica said the PACC has four cases concerning the DSWD, Many of which are SAP-related concerns.

Meanwhile, Belgica told Pacquiao to prove his allegations but expressed willingness to conduct an investigation on new cases of supposed corruption.

"Just like any other official, ordinary people who come to the PACC. investigate the case, we'll treat it just the same," he said.
