5-km Pangasinan diversion road to offer new linkages to nearby provinces
A five-kilometer diversion road traversing Rosales, Pangasinan will soon be accessible to motorists headed to other parts of eastern Pangasinan, Nueva Ecija, and Nueva Vizcaya.

This was announced by Department of Public Works and Highways (DPWH) Secretary Mark A. Villar as he inspected the newly-constructed Carmen East-West Diversion Road on Friday, July 30.
“I am elated to see that with this newly-completed diversion road, we have drastically improved the travel time from Rosales and other municipalities such as Balungao, Umingan going to Cuyapo, Guimba, Muñoz, San Jose, and Lupao in Nueva Ecija,” Villar said.
The construction of Carmen East-West Diversion Road was implemented under a P519.94-million budget.
According to DPWH Region 1 Director Ronnel M. Tan, the Carmen East-West Diversion Road Project--which is envisioned to decongest traffic in Rosales--covers the construction of box culvert as drainage, slope protection structures, and the 38-meter Udiao Bridge.
The project also includes the construction of the 38-meter Palakipak Overpass Bridge across the Tarlac-Pangasinan-La Union Expressway (TPLEX).
“Carmen East-West Diversion Road, which is directly connected to the TPLEX, is seen to encourage more business ventures in the area and bring economic and social benefits to the people of Rosales, and its neighboring towns,” Villar said.
