Belmonte asks QC police chief to explain breach of SONA rally agreement

Quezon City Mayor Joy Belmonte is seeking an explanation from the Quezon City Police District (QCPD) regarding the breach of agreement with the militant groups after blocking protesters while marching towards Tandang Sora Avenue during President Duterte's last State of the Nation Address (SONA).

Belmonte on Tuesday asked QCPD Director Brig. Gen. Antonio Yarra to submit a written explanation why police officers placed barriers on Commonwealth Avenue allegedly to block marching rallyists, which was contrary to what the QCPD, the local government and protest organizers agreed on during their meeting last week.

The police's action caused a slight skirmish and violation of social distancing guidelines after protesters insisted on finishing their march in front of St. Peter's Chapel and confronted the deployed personnel.

The local government said Belmonte made the move after learning about the incident through former Bayan Muna Partylist Rep. Teddy Casino.

The day before the rallies, organizers laid out their protest plan, including shortening the time of activities and non-serving of food, to ensure order and compliance with health protocols.

The plan was forwarded to and approved by Philippine National Police Chief Guillermo Eleazar and Department of Interior and Local Government Secretary Eduardo Ano through Belmonte.
