Manila LGU prohibits home quarantine for COVID-19 positive patients

After detecting two cases of the more transmissible COVID-19 Delta variant in Manila, the city government ordered Monday night the barangay units to immediately transfer all COVID-19 positive patients undergoing home quarantine to the city's quarantine facilities.

Manila Barangay Bureau Director Romeo Bagay issued a memorandum last July 17 stating that all COVID-19 patients undergoing home quarantine, either asymptomatic, mild, or severe cases, must be immediately coordinated with the Manila Health Department and the Manila Emergency Operations Center for immediate transfer to the city’s quarantine facilities.

Bagay added that in case the patient refuses to be transferred or defies the said order, the barangay may ask for police assistance from the nearest Manila Police District station.

"In line with this, COVID-19 positive patients who resist or defy this quarantine directive may be criminally prosecuted in the proper court for violation of Section 9 (e) 'Non-cooperation of the person or entities identified as having the notifiable disease, or affected by the health event of public concern' of RA 11332 otherwise known as the Mandatory Reporting of Notifiable Diseases and Health Events of Public Health Concern Act," the memorandum stated.

"Sa bisa po ng memorandum ni Manila Barangay Bureau Dir. Romeo Bagay ay responsibilidad ng bawat Punong Barangay na agarang i-coordinate sa ating Manila Health Department at Manila Emergency Operations Centers ang kanilang mga naka-home quarantine na COVID patients upang sila ay mailipat sa quarantine facilities ng ating lungsod (In accordance with the memorandum of Manila Barangay Bureau Dir. Romeo Bagay, it is the Barangay Chairman's responsibility to immediately coordinate with the Manila Emergency Operations Centers all their home quarantined COVID patients for their immediate transfer to the city's quarantine facilities)," Manila Mayor Isko Moreno Domagoso said.

"Ngayon po na dumating na ang Delta variant sa National Capital Region ay kailangan natin ng mas mahigpit na pagpapatupad ng minimum health protocols (Now that the Delta variant has arrived in the National Capital Region, we must enforce more stringent measures and stricter observance of the minimum health protocols)," he added.

Moreno urged the public to be extra careful and not to be complacent because the country is still in the middle of the war against COVID-19.
