NTF-ELCAC launches P40-M barangay development projects in Ilocos Sur
Various development projects worth P40 million were launched by the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) in two barangays in Ilocos Sur on Friday, July 16.

NTF-ELCAC Vice Chairman Hermogenes Esperon Jr. said the groundbreaking of the development projects under the Barangay Development Plan (BDP) were conducted in Barangay Baluarte in Salcedo town and Barangay Nagbettedan in Santo Domingo town.
Each barangay will receive a package of development programs worth P20 million.
Among the development projects in Barangay Baluarte were the rehabilitation of its barangay health center; construction of public toilets, farm-to-market roads, and school buildings; issuance of assistance to indigent individuals; and livelihood and technical-vocational training.
Meawnhile, the development projects in Barangay Nagbettedan include the construction of a 1,481-meter long farm-to-market road and a school building; livestock training on farmers; and issuance of assistance to indigent families.
Esperon said the two barangays in Ilocos Sur were among the 822 barangays that were cleared of New People's Army (NPA) rebels from 2016 to 2019.
As part of rehabilitating the NPA-freed barangays, Esperon said the establishment of basic infrastructures and delivery of social services will soon follow to maintain the peace and order in the two villages.
Last May 24, the first in a series of groundbreaking ceremonies of BDP projects was conducted in Barangay Balabag in Rizal, Kalinga. The barangay also received P20 million worth of development programs.
Esperon said 99 percent or P16.24 billion out of the total P16.44 billion budget allotted for the BDP have been released to its intended beneficiaries.
"We recognize that the root causes that draw vulnerable groups into the local communist armed conflict can be traced to poverty, hunger, lack of access to education and economic opportunities, inadequate healthcare and infrastructure, and injustice. Our goal at the NTF-ELCAC, through the BDP, is to address these fundamental factors," said Esperon, who is also the National Security Adviser of President Duterte.
The BDP is the hallmark program of the NTF-ELCAC, which seeks to bring development to communities that are former conflict-prone areas and guerilla fronts of the Communist Party of the Philippines (CPP) and its armed wing, the NPA.
