LPA east of N. Luzon may develop into tropical depression -- PAGASA

Two low pressure areas (LPAs)--one of which may become a tropical depression--are being monitored by the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) on Friday morning, July 16.
The first LPA was outside the Philippine area of responsibility (PAR) or at 240 kilometers (km) northwest of Laoag City.
Weather specialist Shelly Ignacio said this LPA has a low chance of developing into a tropical cyclone.
Meanwhile, the second LPA, which has entered the PAR on Thursday evening, July 15, has a "high chance" of becoming a tropical depression.
It was located at 1,240 km east of Northern Luzon early Friday morning.
Ignacio said the weather disturbance will be given a local name "Fabian" once it develops into a tropical depression while inside the PAR.
Both LPAs have no direct effect yet on the country as of Friday, Ignacio said, but the potential tropical cyclone east of Northern Luzon "may gradually enhance the southwest monsoon in the coming days."
She added that the brewing cyclone is not expected to make landfall but warned against rains over some parts of Luzon and Visayas due to the enhanced southwest monsoon or "habagat."
As of Friday, the habagat was already bringing cloudy conditions with scattered rain showers and thunderstorms over Zambales, Bataan, Oriental Mindoro, Occidental Mindoro, Marinduque, Romblon, Palawan, Aklan, Antique, Capiz, Guimaras, Iloilo, Negros Occidental, Zamboanga Sibugay, Zamboanga del Norte, and Zamboanga del Sur.
Meanwhile, Metro Manila and the rest of the country will have partly cloudy to cloudy skies with isolated rain showers or thunderstorms.
PAGASA warned against possible flash floods or landslides during moderate to at times heavy rains or severe thunderstorms.
