DSWD: P220.7 billion worth of SAP cash subsidies, livelihood aid granted to 20.8 million beneficiaries under Bayanihan laws
Over 20.8 million beneficiaries have benefited from the government’s social amelioration initiatives, receiving financial assistance worth about P220.7 billion under the Bayanihan laws, the Department of Social Welfare and Development (DSWD) said on Wednesday, July 14.

DSWD Secretary Rolando Joselito D. Bautista said the enactment of Republic Act No. 11469 or the Bayanihan to Heal as One Act, popularly known as Bayanihan 1, and Republic Act No. 11494 or the Bayanihan to Recover as One Act, popularly known as Bayanihan 2 paved the way for the Duterte government to launch its “largest social protection program.”
“Sa ilalim ng mga batas pamamagitan ng Social Amelioration Program o SAP, inilunsad ang pinakamalaking social protection program sa kasaysayan ng bansa. Sa pamamagitan ng Social Amelioration Program o SAP, na kung saan nasa mahigit P220.7 bilyon na ang naipamahagi sa mahigit sa 20.8 milyong mga nangangailangan (Under the laws through the Social Amelioration Program or SAP, the largest social protection program in the country’s was launched. Through the Social Amelioration Program or SAP, more than P220.7 billion has been distributed to more than 20.8 million beneficiaries),” Bautista said during the pre-State of the Nation (SONA) forum themed “Pamana ng Pagbabago 2021” on Wednesday, July 14.
He said included in the SAP are the following programs: DSWD’s Emergency Subsidy Program (ESP); Department of Labor and Employment’s (DOLE) Covid-19 Adjustment Measures Program (CAMP), About Kamay Ang Pagtulong (AKAP) Program;and Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers #Barangay Ko, Bahay Ko (TUPAD #BKBK) Disinfecting/Sanitation Project; and the Department of Agriculture’s (DA) Financial Subsidy to Rice Farmers (FSRF).
In his presentation during the forum, it was disclosed that out of P204.64 billion released by the Department of Budget and Management (DBM) for the ESP, P193.96 billion has already been disbursed.
While DOLE’s CAMP, AKAP and TUPAD BKBK programs had a total disbursement amounting to P24.09 billion.
The DA, meanwhile, was able to disburse P2.70 billion out of P3-billion fund given to them for the implementation of the FSRF.
