DICT may start issuing COVID-19 vaccine certificates by 'early August'

The Department of Information and Communications Technology (DICT) said that it may start issuing coronavirus vaccine certificates to vaccinated individuals by next month.

DICT Undersecretary Emmanuel Rey Caintic said the agency is now only waiting for local government units (LGUs) to complete their submission of vaccine recipients’ information in the verification database system.

“By early August, pwede na natin ilunsad and vaccine certificate para sa ganoon, pag magrequest ang isang tao ng vaccine certificate nandoon ang record niya most likely (we can launch the vaccine certificate so that, when a person requests for a vaccine certificate his record will be provided most likely),” Caintic said in a public briefing Saturday, July 10.

A grievance mechanism will also be set up for individuals whose vaccine certificate are not yet available. A vaccinated individual has to present their vaccination card to the LGU where they got inoculated so that their information will be uploaded in the database.

“Mas maganda na mas marami-rami na ang mga LGU na naka submit ng kanilang mga backlog of line lists (It is better that more LGUs have submitted their backlog of line lists),” he said.

“Para sa ganun pag nag request na ang tao ng kaniyang vaccine certificate hindi naman siya mabigo at parang wala doon ang kaniyang datos (So that, when a person requests for a vaccine certificate, he will not be disappointed when his data was not yet included),” he added.

Caintic urged LGUs to fast-track the encoding of vaccine recipients’ information, as they only have until July 31 to submit the list of their vaccinated residents to the database system created by the agency.

“Kung naisubmit na ng LGUs ang kanilang listahan come July 31, pwede na tayo mag-issue ng vaccine certificate, at pwede ‘yan gamitin for international travel (Once the LGUs have submitted their lists by July 31, we can issue a vaccine certificate, and that can be used for international travel),” he said.

According to Caintic, the country’s vaccine certificate is in compliance with the World Health Organization’s (WHO) digital certificate standards, which have been recognized by many countries.

“In fact yung ating sistema (our system) will be international recognized,” he said, noting that among the government’s partners for the program are the WHO and the International Air Transport Association (IATA).

Caintic assured the public that the vaccine certificates cannot be easily faked, for every vaccinated individual will be given a unique Quick Response (QR) code.
