CSC allows gov't agencies to submit collated SALNs until July 30

Government agencies are allowed to submit their collated 2020 Statements of Assets, Liabilities, and Net Worth (SALN) to the proper repository agency until July 30, the Civil Service Commission (CSC) said on Thursday, July 1.

CSC Resolution No. 2100339 provides that government agencies/offices, through their respective Personnel/Administrative Division or Human Resource Management Office, are allowed to transmit all original copies of the SALNs until July 30, 2021.

“Physical or electronic submission to the repository agencies is allowed for the 2020 SALNs, this according to CSC Resolution No. 2100339, circularized via Memorandum Circular No. 6, s. 2021, containing guidelines for the filing and submission of the SALN during exceptional circumstances,” the CSC said in a statement on Thursday.

The Commission said for agencies that opt physical submission, the existing guidelines on the filing and submission of the SALN shall apply.

SALNs for physical submission includes both physical SALNs filed and printed copies of SALNs electronically filed, it said.

"In the case of electronic submission, the electronic SALNs may be submitted or transmitted to the proper repository agency using a USB flash drive or disc storage. SALNs covered under this mode of filing include those electronically transmitted as well as scanned copies of physical SALNs filed,” the CSC said.

In both modes, the CSC requires government agencies to submit a list of SALNs electronically and physically filed.

"For agencies submitting to the CSC, one of the repository agencies identified in Republic Act No. 6713, SALNs may be submitted either through physical or electronic modes to the CSC Regional (RO) or Field Office (FO) having jurisdiction over them,” the CSC said.

The CSC RO/FO will, in turn, transmit them to the CSC Central Office’s Integrated Records Management Office, it added.
