Davao City creates anti-red tape body

DAVAO CITY - City Mayor Sara Duterte created a new committee to reduce red tape in both business and non-business-related transactions in the city.

The Committee on Anti-Red Tape (CART) was created under Duterte's Executive Order (E.O.) No. 32, Series of 2021, known as “An Order Creating The Committee On Anti-Red Tape (CART).” The EO was signed and took effect on June 1, 2021.

Under the EO, CART shall be composed of the city mayor or her authorized representative as chairperson; head of the Internal Audit Service Division as vice-chairperson; and heads or representatives of the Sangguniang Panlungsod, City Treasurer’s Office, City Assessor’s Office, City Planning and Development Office, Human Resource Management Office, Business Bureau Permits and Licensing Division and City Legal Office as members.

In issuing the order, Duterte cited Republic Act No. 11032, known as “Ease of Doing Business and Efficient Government Service Delivery Act of 2018.” The law "mandates all government agencies to adopt simplified requirements and procedures that will reduce red tape and expedite business and non-business- related transactions," the EO 32 read.

The latest EO was also made in compliance with Memorandum Circular No. 2020-07 Series of 2020 issued by the Anti-Red Tape Authority (ARTA) which directed all government offices to designate a Committee on Anti-Red Tape (CART).

Duterte, in her EO, said "such circular instructs that agencies with the existing unit to comply with the Anti-Red Tape Act of 2007 (R.A. No. 9485), as amended by R.A. 11032, should be reorganized as the CART."

On July 10, last year, Duterte issued EO No. 43 designating the Internal Audit Service Division as the Anti-Red Tape Unit of the City Government of Davao. Under the new EO, the Internal Audit Service Division will serve as the Committee’s Secretariat which will handle all administrative and secretarial activities.
