Rodriguez: Congress still hoping Duterte will heed call for special session
House Deputy Speaker and Cagayan de Oro Representative Rufus Rodriguez on Wednesday, June 30 said congressional leaders are still hoping that President Duterte will call for a special session soon to enable lawmakers to extend the validity of the Bayanihan to Recover As One Act or Bayanihan 2.
Rodriguez said Congress can still hold a special session even after the Bayanihan 2 expires today, June 30, so that the funds that remain unobligated can still be utilized.
He said presidential spokesperson Harry Roque’s remark that it is easy to obligate the remaining P9-billion fund under the Bayanihan 2 on the day of its expiration today, is no easy feat.
“Secretary Roque says, and according to him, it would be easy to obligate—no, it’s not easy. That is why it is still complicated. So we’re asking for a special session,” Rodriguez said in an interview on ANC’s Headstart.
Rodriguez said lawmakers are concerned that the money will revert back to the National Treasury without the rightful beneficiaries of the law receiving their fair share of the government’s cash assistance which is part of its COVID-19 pandemic response.
“After it expires today, it goes back to the Treasury. Then wala na. So what happens to the public utility drivers? What happens to our farmers, fisherfolks, to those displaced workers? What happens to our contact tracers, tourism workers?” he pointed out.
“We, therefore, are really appealing. It will end today; there’s no session, but we can still have a session next week and we will revive it."
“It’s true it cuts off today, but by law, we can say that the appropriations that were not obligated or released be allowed to be released at least up to December 30. That is why we are still appealing to the President to call for a special session,” Rodriguez said.
The House lawmaker warned that any attempt to obligate funds after the law expires on June 30 would be “technical malversation.”
“Yes, because there is no more law allowing the expenditure. All moneys of the government goes back to the National Treasury if it is not used. It would be illegal to obligate the funds then if Bayanihan 2 is not extended,” he reiterated.
