ERC tells gencos to explain why they're over the limit for unplanned outage days

The Energy Regulatory Commission (ERC) has directed generation companies (gencos) to explain their supposed breach of the maximum allowable unplanned outage days per year.

"Based on the examination of our technical group, there are gencos that have breached the maximum allowable unplanned outage days as of April 2021," ERC Chairperson Agnes Devanadera said in a statement Wednesday, June 2.

Devanadera said that the commission has been "strictly monitoring and reviewing the weekly reports being submitted by the in compliance with our directive pertaining to the reliability performance indices and equivalent outage days per year of generating units." She said the erring gencos have been issued notices of non-compliance and given seven days from receipt of notice to submit their explanations.

The ERC issued in November 2020 Resolution No. 10, Series of 2020, titled “A resolution qdopting the interim reliability performance indices and equivalent outage days per year of generating units." The resolution sets forth the maximum or cap for annual unplanned outages per generating plant technology. It came into effect on January 3, 2021 upon completion of the required 15-day publication period.

“The Commission promulgated the to set the reliability performance benchmark per technology for all generating units in order to lessen the outages and ensure a reliable power supply and rate. This will also promote accountability of gencos, the system operator, and the transmission network provider to achieve greater operations and economic efficiency," Devanadera explained.

The outages of several power plants in the Luzon grid--both planned and unplanned--have resulted in lost power reserves exceeding 1,000 megawatts (MW) daily from Monday to Wednesday.

This reduced grid capacity has led to rotational brownouts in Luzon, including Metro Manila.
