Gyms, museums, tourist spots may take in more people in NCR, Rizal, Bulacan

The government pandemic task force has allowed certain establishments such as gyms and indoor tourist attractions located in Metro Manila and two nearby provinces to operate at higher capacity.

National Capital Region, Rizal and Bulacan have been placed under general community quarantine (GCQ) restrictions "with some restrictions" until to mid-July to curb the spread of the coronavirus. The new quarantine rules have been approved by the President Duterte but will still be subject to local government units' appeal.

According to Presidential spokesman Harry Roque, gyms and fitness studios are allowed to operate 40 percent capacity while other indoor sports courts are permitted at 50 percent. The previous rule was 30 percent operation capacity.

On indoor tourist attractions, the task force raised the capacity operations of historical sites and museums to 40 percent capacity, from the previous 30 percent rule. These tourist-related establishments are required to observe strict public health standard.

Outdoor tourist attractions are allowed at 50 percent subject to public health regulations.

The operating capacity of venues for meetings, conferences, and exhibitions has also been raised to 40 percent from the previous 30 percent. The 10 percent capacity rule in venues for social events has been retained.

Other restrictions implemented in NCR, Bulacan and Rizal are the following:

Staycation hotels may operate up to 100 percent venue capacity while other establishments accredited by the Department of Tourism may open at 30 percent. No age restrictions have been imposed for these establishments as long as health regulations are followed.

Dining inside restaurants is also allowed at 40 percent while outdoor dining allowed at 50 percent.

For personal care services, the government allowed services not requiring mask reveal to operate at 50 percent capacity. If the place secured a safety seal, it can operate an extra 10 percent.

Religious activities, wakes, weddings, baptism are allowed at 30 percent in these three GCQ areas. The local government unit may increase it by up to 50 percent.

GCQ with heightened restrictions

Laguna and Cavite are the only two places placed under GCQ with "heightened restrictions."

Allowed are non-contact sports; personal care service not requiring removal of masks at 30 percent capacity; outdoor tourist attractions at 30 percent; staycation hotels at 100 percent; indoor dining at 20 percent; outdoor dining at 50 percent; and religious activities at 10 percent.

Interzonal travel within NCR Plus areas is allowed subject to local government unit restrictions; On intrazonal travel within the bubble, movement is limited to going to work and accessing essential goods.

Quarantine rules in regular GCR

The government has placed several areas under GCQ for the month of July and imposed some quarantine rules.

In these areas, non contact sports, staycation hotels, outdoor dining, internal travel from NCR Plus areas are among those allowed.

Also allowed at 50 percent operations are indoor dining, indoor sports courts and venues, indoor tourist attractions, venues for meetings and conferences, personal care services, outdoor tourist attractions.

Religious activities are permitted at 30 percent. The local government may raise the capacity up to 50 percent.

Areas under GCQ for the month of July are Baguio City, Ifugao, City of Santiago, Isabela, Nueva Vizcaya, Quirino, Batangas, Quezon, Guimaras, Aklan, Bacolod City, Negros Occidental, Antique, Capiz, Zamboanga Sibugay, City of Zamboanga, Iligan City, General Santos City, Sultan Kudarat, Sarangani, Cotabato, South Cotabato, Agusan del Norte, Surigao del Norte, Agusan del Sur, and Cotabato City.

Prohibited in all community quarantine levels are entertainment venues such as bars, concert halls and theaters, as well as amusement parks, fairs, playgrounds, and kiddie rides.

Recreational venues such as net cafes, billiards, and arcades are only allowed in modified GCQ, the most relaxed quarantine level. E-sabong is also allowed only in places under MGCQ.
