PNP now crafting guideline on conduct of Psychiatric-Psychological Exam for cops

The Philippine National Police (PNP) will be crafting guidelines for the regular conduct of Psychiatric-Psychological Exam (PPE) to all its personnel amid cases of grave misconduct of some police officers, the recent was that of a police sergeant who went on a shooting rampage inside the Manila Police District headquarters.

PNP Chief Gen. Guillermo Lorenzo Eleazar said they are currently waiting for the recommendations of the PNP Health Service which will be major considerations in coming up with guidelines that would be observed in the regular assessment of emotional and mental health state of all policemen.

“This recent incident at MPD, along with the previous ones, highlights the need for us to closely look into the overall state of our men. We should not only look on how they perform their job but also their physical, emotional and especially their mental state," said Eleazar.

Late Friday night, Police Executive Master Sergeant Reynante Dipasupil engaged in a shooting rampage inside the MPD Headquarters which resulted in the death of a police sergeant and wounding of another one.

Based on initial information, Dipasupil went to the MPD headquarters and started indiscriminately firing his weapon past 11 P.M. He killed Police Executive Master Sgt. Romeo Cordova and another policeman was wounded as a result of the attack.

Dipasupil was eventually killed.

Eleazar assured that the MPD is already conducting a thorough investigation of the incident.

“The investigation I ordered on the unfortunate incident at the Manila Police District goes beyond the shooting as this includes other aspects such as possible mental health issues of all our personnel,” said Eleazar.

The conduct of Psychiatric-Psychological Exam cropped up after an earlier shooting incident involving Police Master Sgt. Hensie Zinampan who shot dead a 52-year old woman in Quezon City.

The conduct of Psychiatric-Psychological Exam is done for PNP personnel before promotion and schooling.
