After meeting with DepEd and CSC, group shares 'good news' on OT pay for teachers
A group of education workers expressed optimism that teachers will soon be paid for rendering extra hours of work for the current school year.

The Alliance of Concerned Teachers (ACT) Philippines gave an update on the service credit for the overtime rendered by teachers after meeting with officials of the Department of Education (DepEd) and the Civil Service Commission (CSC).
ACT said that on June 24, members of group, ACT Teachers Partylist, DepEd at CSC met for a dialogue regarding its request for the service credit and 25 percent overtime for the “extra days of work” rendered by teachers this School Year (SY) 2020-2021.
The said dialogue was based on the request ACT to DepEd dated March 30, 2021 and to the CSC on April 8, 2021.
“Nagpapasalamat tayo sa DepEd at CSC sa pakikipag-usap sa ACT at pagharap sa napakahalagang usapin na ito. (We are grateful to DepEd and CSC for communicating with ACT and addressing this very important issue),” ACT said.
“Inaasahan nating panghahawakan ng mga ahensya ang kanilang mga komitment sa naganap na pag-uusap (We expect the agencies to hold on to their commitments in the conversation that took place),” the group explained.
“Tuluy-tuloy tayong magbabantay at palalakasin pa ang ating mga makatarungang kahilingan (We will continue to watch over and strengthen our just demands),” it added.
Key points
Among the key points in the dialogue, ACT said, was that the DepEd and CSC recognized that teachers should be compensated for excessive working days this school year. They started reporting for duty on June 1, 2020. ACT said that they should be paid for overtime work until July 11, 2021.

After raising this concern, ACT said that DepEd has committed to provide service credit to teachers for each day of teachers’ overwork - from June 1, 2020 until before the official class opening on Oct. 5, 2020.
ACT also noted that DepEd will issue guidelines related to this “as soon as possible” - including the removal of the 15-day limit on providing service credit to implement teachers’ overtime compensation.
“Sa ilalabas na guidelines, tanging ang mga dokumento na isinumite ng implementing unit (school o division) para sa payroll ng mga guro noong June 1 hanggang bago mag Oct. 5 ang hihilingin na rekisito para maibigay ang service credit (In the guidelines to be issued, only documents submitted by the implementing unit (school or division) for teachers' payroll on June 1 to before Oct. 5 will be required to provide service credit),” ACT said.
The group also noted that the DepEd and CSC also agreed that by law, 25 percent premium as overtime pay should be provided on days of extra work. ACT said that DepEd will engage in a dialogue with the Department of Budget and Management (DBM) to fund this.
ACT also claimed that DepEd and CSC also agreed on the right of teachers to monetize their service credits each year just like the monetization of leave credits enjoyed by all government employees.
“Kailangan buuin ng DepEd ang ulat kung ilang guro ang nais magmonetize at idulog ito sa DBM para sa budget (DepEd needs to compile a report on how many teachers want to monetize and submit it to the DBM for budget,” ACT said.
However, ACT noted that DepEd has yet to act on the Proportional Vacation Pay (PVP) and its guidelines and computation for the current school year because President Duterte has not yet made a decision when the upcoming school year (SY 2021-2022) will open.

Meanwhile, ACT also raised issues regarding the P300 monthly Communication Expense Reimbursement for 2020 which, according to the group, “now has not been received” by the majority of teachers.
The group also raised the the status of probationary teachers as well as on the “attacks” on ACT Unions. “Nagkomit ang DepEd na magkakaroon ng hiwalay na diyalogo hinggil dito (DepEd has committed that there will be a separate dialogue regarding this),” ACT said.
