MMDA traffic enforcers in 'kotong' video suspended for three months

Metropolitan Manila Development Authority (MMDA) MMDA Chairman Benhur Abalos has ordered the three-month preventive suspension of two traffic enforcers who were caught extortion money from a motorist on video.

Abalos handed down the notice of charge to traffic enforcers Raul Gulmatico and Corazon Castañeda, in effect placing the duo on a 90-day preventive suspension pending the result of their investigation.

Gultimaco and Corazon, whose video has since gone viral, are facing charges of extortion, grave misconduct, and other offenses punishable by dismissal from service.

“Gulmatico, in conspiracy with Castañeda extorted and received a certain amount of money from a motorist they apprehended in Baclaran in Paranaque City," the MMDA Legal and Legislative Affairs Staff said.

Based on the viral video taken in Baclaran, Parañaque City, Castañeda was seen handing over his traffic violation receipt to Gulmatico, who then proceeded to the motorist. The motorist then passed on money to Gulmatico, who accepted it.

The two enforcers were directed to answer the charges against them within three days.

The MMDA reminded the public that anyone who wishes to complain about alleged unscrupulous activities involving their personnel may do so using the agency’s social media platforms, such as Facebook and Twitter.

“Rest assured, our leadership shall continue cleansing our ranks of all kinds of erring personnel. We encourage the public to report illegal activities involving our personnel and we will promptly act on their complaint,” said Abalos.
