Eleazar signs dismissal of cop in viral murder video of QC woman

Gen. Guillermo Lorenzo Eleazar, chief of the Philippine National Police (PNP), signed on Thursday, June 24, the dismissal order for Police Master Sgt. Hensie Zinampan, the policeman in the viral video of the killing of a 52-year old woman in Quezon City on May 31.

“Today, I signed the dismissal order of Police Master Sergeant Hensie Zinampan who was found guilty of Grave Misconduct and Conduct Unbecoming of a Police Officer in connection with the killing of 52-year old Lilybeth Valdez on May 31, 2021,"said Eleazar in a statement.

"The Philippine National Police made sure that the entire summary dismissal proceedings followed the existing procedures and policies in order to prevent technicalities that may only be taken advantage of by PMS Zinampan to be reinstated in the police organization. This is the reason why it took almost a month before this case was resolved—and this is actually one of the fastest," he added.

Zinampan is currently detained for a criminal case of murder. He was earlier recommended dismissed from the service by the Internal Affairs Service, with the viral video used as the main piece of evidence.

He did not dispute the allegation against him in the administrative charges but attempted to get a lesser penalty by presenting this accomplishments but it was not factored in by the IAS.

Eleazar said the dismissal of Zinampan is proof that the PNP does not tolerate abuses in its ranks. He added that it is also proof that the disciplinary mechanism in the PNP is working and strong.

"Let this incident be a warning to all PNP personnel that I will not tolerate wrongdoings in our beloved organization, and a constant reminder for each and everyone of us to live up to what the three important and meaningful words in the PNP Seal—Service, Honor and Justice," said Eleazar.
