Bulacan mayor orders subdivision developer to explain issues on water supply

Baliuag, Bulacan Mayor Ferdie Estrella is seeking an explanation from the developer of a subdivision in his town for supposedly charging its homeowners fee for their water supply despite absence of business permit from the local government.

Estrella discovered on Monday the activity of the developer of a subdivision in Barangay Virgen Delas Flores after some residents sought his assistance due to shortage of water supply for the past 12 days.

He said he has already issued a show cause order against the developer after the chairman of the barangay where the subdivision is located and the homeowners’ association president inspected the area.

"Laking gulat ko ng aking napagalaman na katulad ng iba pang developer ay nakakapag-distribute pala ang inyong developer ng tubig ng walang kaukulang business permit mula sa Business Permits and Licensing Office (I was surprised to know that like other developers, it was also charging its homeowners fee despite lack of appropriate business permit from the Business Permits and Licensing Office)," he said in a Facebook post.

"Amin ding hinahanap ang kanilang permit mula sa National Water Regulatory Board upang alamin kung sila ay may pahintulot na makapaghukay upang kumuha ng tubig sa ilalim ng lupa (We're also looking for their permit from the National Water Regulatory Board to know if they are allowed to dig the earth and get water)," he added.

Following an initial discussion, Estrella said, the developer assured the local government that it is ready to turn over its water facility and open its service to the Baliwag Water District.

For the meantime, the mayor added, the local government will inspect the subdivision's water source and water quality.

It will also provide water supply to the homeowners experiencing water shortage.

Estrella said the incident should serve as a warning to other developers to refrain from charging their homeowners unfairly and conducting illegal operations.

"Kumuha ng kaukulang permit, maningil ng tama, magbayad ng tamang buwis at magbigay ng mataas na kalidad ng serbisyo sa kanilang mga kliyente (Secure appropriate permits, charge clients fairly, pay your taxes and give quality service to your clients)," he said.
