The Muntinlupa City government has started vaccinating the A5 priority group, or those belonging to the poor population.

According to the City Health Office (CHO), the vaccination rollout for members of the A5 group such as those belonging to the Pantawid Pamilyang Pilipino Program (4Ps) started on June 17.
Muntinlupa is currently using the Pfizer-BioNTech vaccine from the COVAX facility given by the national government and intended for A1 (health workers), A2 (senior citizens), A3 (persons with comorbidities) and A5.
Mayor Jaime Fresnedi has issued Executive Order No. 19 detailing the guidelines in the vaccination of the A5 group.
The mayor based the guidelines on Department of Health Memorandum 2021-0259, which set the rules on the inoculation of A4 and A5 priority groups.
According to the DOH, the A5 group refers to the "poor population based on the National Household Targeting System for Poverty Reduction (NHTS-PR) or other verification mechanisms of the local government.”
In his order, Fresnedi said the Social Services Department will “take the lead in the identification of individuals who belong to the definition of Category A5. It shall include members of the 4Ps, marginalized sectors identified together with the City Planning and Development Office (CPDO) and Urban Poor Affairs Office (UPAO), and other economically-vulnerable sections of the city.”
The department is mandated to work closely with barangays for the proper documentation of the A5 group and issue the certificate of indigency and personal IDs. It will also assist the vaccination site manager in the scheduling of groups of individuals falling under category A5 to avoid overcrowding and ensure smooth and fast rollout of the vaccines.
Fresnedi also mandated the city’s People's Coordinating Office (PCO) and Management Information System (MIS) to assist A5 members in the vaccination registration.
At the vaccination site, A5-classified individuals must present proof of residency, 4Ps ID or certificate of indigency issued by the SSD.
As of June 15, the Muntinlupa City government has administered 115,846 doses of the coronavirus disease (COVID-19) vaccine.
Of the total, 82,285 individuals received their first dose, or 23.1 percent of the target population of 385,725, which represent 70 percent of the city’s total estimated population of 551,036.
In addition, 26,561 individuals received their second dose, or 29.7 percent of those who were given the first dose.
To date, 172,732 individuals have already registered with Muntinlupa’s COVID-19 vaccination program, representing 44.8 percent of the target population.
