Villanueva to PRC: Reconsider decision to postpone board exams

Senator Joel Villanueva on Sunday called out the Professional Regulations Commission (PRC) and asked that it reconsider its decision to postpone the licensure board examinations for psychologists, psychometricians and other professions scheduled this year to next year.

Villanueva said the PRC should use its budget to adjust to the demands of the “new normal” saying it cannot afford to lag behind other government agencies and institutions that are now adapting to the “new normal” brought about by the COVID-19 pandemic.

“The PRC cannot simply pull the rug under our aspiring professionals who depend on licenses to earn a livelihood,” Villanueva said in a statement.

“Higher education institutions (HEIs) are adjusting to the demands of the new normal no matter the odds so our students are not left behind. Unfortunately, we cannot say the same for PRC,” he lamented.

The PRC earlier announced that the board exams for psychologists and psychometricians scheduled on August 1 and 2 were cancelled anew despite the provisional approval of the Inter-Agency Task Force (IATF) for the conduct of the licensure examinations for July to September.

Villanueva also questioned the PRC why it “abruptly cancelled” the board exams for metallurgical engineering when it has only 49 examinees.

“Why does it have to be postponed two days before the exam date. The examinees prepared hard for the review and were ready to abide by the health protocols,” he said.

“If the transportation of the 49 examinees is going to be a problem, the PRC’s P1.5-billion budget for this year is sufficient to find a solution to this problem,” Villanueva pointed out.

The Senate Committee on Higher, Technical and Vocational Education chief said he already wrote to the PRC in March to inquire on the status of the board exams and suggested ways for the Commission to continue the licensure exams such as computerization and expanding the test sites.

He said the proposal is already contained in Senate Resolution No. 661, which was referred to the Committee on Civil Service, Government Reorganization, and Professional Regulation.

“Napag-iiwanan na po sila, at ang apektado rito ang ating mga graduates (They are already lagging behind, and our graduates here are the ones affected),” he pointed out.
