Manila Mayor Francisco “Isko Moreno” Domagoso said barangay captains accused of not enforcing protocols on mass gathering must undergo due process.

Domagoso said this on Monday in an interview with ANC when asked about his opinion on President Duterte’s order to arrest barangay captains and investigate them for “dereliction of duty” if there will be reported mass gatherings in their respective areas.
“Due process of law must be observed in a civilized world. We should be guided by law and order. We cannot just take the law in our hands,” the Manila mayor said.
Domagoso said that it’s “easy to accuse” an official for not implementing protocols.
“Paano kung halimbawa, ‘eh ayaw ho makinig talaga nito?’ (What if for example, the persons involved didn’t really want to listen to the officials),” the mayor said.
The mayor said local governments should just focus on “arresting the virus” instead.
“Baka lang nagiging smoke screen tayo. Masyado tayong maraming iniintindi, nawawala tayo sa (Maybe we're just being a smokescreen. We're thinking so much about other things that we are losing) focus on how we really, scientifically arrest the infection and how we are going to empower our medical facilities, including our medical frontliners,” Domagoso said.
