'No bribe-giver, no bribe-taker,' says BIR chief Dulay

The Bureau of Internal Revenue (BIR) has urged the Presidential Anti-Corruption Commission (PACC) and Anti-Red Tape Authority (ARTA) to solicit the active support and participation of the private sector in fighting graft and corruption within government offices.

"Corruption is a two-way street. If there is no bribe-giver, there is no bribe-taker, " said BIR Commissioner Caesar R. Dulay.

The BIR chief spoke via Zoom during the oath-taking of officers and members of the agency's Committee on Anti-Red Tape and the signing of the manifesto supporting President Duterte's anti-corruption campaign, Project Kasanga.

He said the private sector, particularly the business community plays a crucial role in minimizing the incidence of bribery and other under-the-table deals in many national and local government offices. The citizenry should be educated on the evils of corruption, he reckoned.

Sociologists and economists said the corruption menace has caused the majority of Filipino families to be poor.

Dulay said the anti-graft and education campaign should cover the whole bureaucracy to effectively reduce corruption cases.

He said the problem won't go away by singling out the BIR, Bureau of Customs (BOC), and the Department of Public Works and Highways (DPWH) as the perceived centers of corruption in the government service.

"My wish is for everybody in the government to join in this laudable effort to stop corruption," Dulay added.
